Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and a virtual tour of the program.

A renewal inspection was initiated on September 1, 2021 and concluded on September 1, 2021. The director was contacted by telephone and a virtual inspection was conducted. There were 38 children present, ranging in ages from three years to four years, with six staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of three child records and three staff records were reviewed. Two additional records for van drivers were reviewed along with background checks for the Board Officers.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 22VAC40-185-280-B
Description: Based on observation and interview, the center did not ensure hazardous substances such as cleaning materials were kept in a locked place using a safe locking method that prevents access by children. If a key is used, the key shall not be accessible to the children.

Evidence:

1. During the virtual inspection, cleaning supplies including Lysol spray, Lysol wipes and a bleach/water mixture were observed unlocked on the top shelf of a shelfing unit, in one classroom. The cleaning products were out of reach of children however they were not in a locked area.
2. One container of Lysol wipes was sitting on the counter next to the sink, accessible to children in care.
3. The administrator acknowledged the unlocked cleaning materials.

Plan of Correction: The administrator had all the cleaning products removed from the classroom and placed in a locked cabinet in the kitchen for storage.
