22.1 Early Childhood Care and Education

Technical Assistance:
Consultation was provided to the Board President on conducting out-of-state background checks.

Comments:
An unannounced renewal inspection was conducted on 3/1/22 from 10:50am to 12:05pm with a board officer who was present with two staff and 12 children. The children ranged in age from three- to four-years-old. The children were observed playing in the different areas of the classroom and working one-on-one or in small groups with the teachers. Three child records, two staff records, and four board officer records were reviewed. The Center has all of the teachers certified in CPR and First Aid, as well as trained in Daily Health Observation and Medication Administration Trained. There are currently no medications on site for children. The attendance and emergency drill log were reviewed. The carbon monoxide detector was observed. The most recent Fire Inspection on file was dated 9/3/21 and the most recent Health Inspection on file was dated 9/9/21. Standard #: 22.1-289-036-B-4
Description: Based on review of four board officer records and interview, the center did not obtain the results of a criminal history record check, sex offender registry check, or central registry check from all states in which a board officer has resided within the past five years within 30 days of becoming a board officer. Evidence: Board Officer #1, who became a board officer in August 2022, indicated on their sworn statement that they had resided in Rhode Island within the past five years. There are no results from a criminal history record check, sex offender registry check, or central registry check from Rhode Island on record for Board Officer #1.

Plan of Correction: We were not aware of this requirement and will complete the checks right away. The Board President is making a note of this requirement so future board members are aware of the requirement as well.
