Comments:
An unannounced monitoring inspection was completed at the center concerning a self-reported incident about supervision of a child. A video recording was reviewed and staff interviews were held.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-410-1
Description: Based on video recording and interviews, a child was roughly handled.
Evidence:
1. On 02/15/2023 between 1:05 and 1:08, child #1 (age 3) was pulled by his arm and dragged across the grass and picked up off the ground by his arm and placed roughly against a wall by staff #1.

Plan of Correction: On February 16, 2023 I received a call from a parent that her son had been restrained by a staff member at the Richlands Head Start Center. This was reported to the Child Protective Service Department of the Tazewell Department of Social Services, the Virginia Department of Education, department of Licensing and the Regional Head Start Office by the Director of Head Start.
The video from the center was reviewed by the Clinch Valley Community Action; Executive Director, Director of Head Start and the Director of Education. The video showed conduct that was not proper conduct as stated in the Clinch Valley Community Action Policy Hand Book, and against the employees conduct as described in VDOE Licensing guidelines. The teacher that was seen conducting improper conduct of handling a child was released from employment from Clinch Valley Action Head Start.
Clinch Valley Community staff had noted behavior issues with the child and the Mental Health/ Disabilities Coordinator had visited Freddie before this incident. The coordinator had pointed out that this child works better in a more one on one atmosphere when communicating and that has been shared with current Richland?s Head Start employees for when the child returns to the center. Employees at the Richland?s Head Start and all Clinch Valley Head Start Centers are taking new trainings for Child Abuse and Neglect: Recognition and Reporting for Early Childhood. Clinch Valley Community Action will be conducting more trainings in this area when the fall in-service trainings take place.
