Comments:
This inspection was conducted by licensing staff using an alternative remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on August 3, 2020 and concluded on August 4, 2020. The person responsible for admission and records was contacted by telephone to initiate the inspection. The inspector emailed the director of admissions and records a list of items required to complete the inspection. The inspector reviewed three children's records and three staff records submitted by the facility to ensure documentation was complete.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care Programs.

Violations:
Standard #: 63.2(17)-1721.1-B-2
Description: Based on a review of staff records, the center did not did not ensure that all staff had fingerprints on file prior to beginning work.

Evidence:
1. Staff #3's file did not contain results from a completed fingerprint background check. Date of hire for Staff #3 was 07/27/2020.
2. Staff #3 was on site working with children, and was in a classroom with another staff member who had a completed fingerprint background check.
3. Staff verified that Staff #3 had not made an appointment to get fingerprints completed.

Plan of Correction: Staff #3 was hired while the staff who regularly processes new hires was away on leave. Staff #3 was hired on an expedited schedule due to the resignation of another employee. The acting staff who hired Staff #3 misunderstood the requirements of obtaining the background checks. Upon returning to work I immediately set up a fingerprint check for Staff #3. The was staff was asked not to return until the results were obtained. The results of the appointment were obtained with 72 hours of becoming aware of the mistake. The fingerprints were submitted to the Licensing Inspector for review.
