Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. A subsidy health and safety inspection was initiated on September 1, 2020 and concluded on September 22, 2020. The director was contacted by telephone to initiate the inspection. There were no children in care as the program is closed due to a health pandemic. There were 27 children and 7 staff on the last operating day, March 13, 2020. A licensing inspection was conducted on the same date as the SHSI supplemental inspection. Both inspections combined cover subsidy health and safety regulations. Only subsidy regulations that are not covered in licensing standards are reviewed during this supplemental inspection. The information gathered during the inspection determined non-compliance(s) with subsidy regulations, and violations were documented on the violation notice issued to the facility.
Based on documentation review and staff interviews, the vendor did not ensure that a written allergy care plan for each child with a diagnosed food allergy, to include instructions from a physician regarding the food to which the child is allergic and steps to be taken in the event of a suspected or confirmed allergic reaction had been obtained.
Evidence: The record for child #1 contains documentation of a diagnosed peanut allergy and the record for child #2 contains documentation of a diagnosed tree nut allergy. There was not a documented allergy action plan for child #1 and the documented allergy action for child number #2 was documented to expire in 2019.
Plan of Correction:
In the future all documentation on each child will be included or her chart review. Food allergy instructions from a physician and steps to be taken in the event of an allergic reaction. I (Center Director) will make sure all documentation is up to date on the children with allergies. Date of correction: In the future possible as soon as we have an opening date.
