Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A complaint inspection was initiated on June 4, 2021 and concluded on June 9, 2021. A complaint was received by the department regarding allegations in the area of behavioral guidance. The director was contacted by telephone to conduct the investigation. The inspector emailed the director a list of documentation required to complete the investigation.
The evidence gathered during the investigation supported the allegation of non-compliance with standards or law and violations were issued.
Based on staff interviews and observation the facility did not ensure that behavioral guidance was constructive in nature, age and stage appropriate, and intended to redirect children to appropriate behavior.
Evidence: 1. Interviews were conducted with staff confirming that staff #1 and staff #2 wrote notes about child's behavior and sent home to the parent. One of the three notes indicates that child #1 was in time out "all day". Documentation demonstrated that staff #2 had placed child #1 in time out "all day". 2. When time out is used, it shall be used sparingly and shall not exceed one minute for each year of the child's age.
