8VAC20-790 Subsidy Program Vendor Requirements for Family Day Homes

Comments:
A subsidy health and safety (SHSI) inspection was conducted on 05/16/2023. There were 8 children present with 2 staff supervising. A licensing inspection was also conducted on this date. Both inspections combined cover subsidy health and safety regulations. Only subsidy requirements that are not covered in licensing standards were reviewed during this supplemental inspection.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. Violations were discussed with the provider during the exit interview.

Violations:
Standard #: 8VAC20-790-250-B
Description: Based upon review of caregiver records and provider interview, the provider has not ensured that within the first 90 days of employment all caregivers have completed the Virginia Preservice training for Child Care Staff training.
Evidence:
The record provided caregiver 3 indicated a date of employment in December 2022. The record did not contain documentation that caregiver 3 completed the required Virginia Preservice Training.
2. The provider (caregiver 1) acknowledged that the record did not contain documentation of the preservice Training.

Plan of Correction: The provider responded with the following:
All caregivers will complete the required Virginia Preservice Training within 90 days of employ and documentation of the training will be placed in the files.

Standard #: 8VAC20-790-430-A-3
Description: Based upon review of records and provider interview, the facility has not ensured that lockdown procedures are practiced at least annually.
Evidence:
1. The posted emergency drill records did not include documentation that a lock down drill was practiced annually.
2. The provider (caregiver 1) acknowledged that a lock down drill had not been practiced and documented.

Plan of Correction: The provider responded with the following:
A lockdown drill will be practiced and documented by the end of May and will be conducted and documented annually thereafter.
