Technical Assistance was provided regarding the timing of all required background checks for staff and board officers.
Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A renewal inspection was initiated on 9/23/20 and concluded on 9/24/20. The director was contacted by telephone to initiate the inspection. There were no children present as the program is not currently operating due to the school being closed for COVID-19. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed one staff record and four board officer's records submitted by the facility to ensure documentation was complete. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Based on review of four board officer's records, the program did not obtain documentation of the results of a national fingerprint background check for all board officers by 9/30/18 when it was required. Evidence: The fingerprint results for Board Officer B, with a start date of 3/3/14, were dated 1/10/19.

Moving forward fingerprint results will be on file when required.

Description:
Based on review of four board officer's records and interview with the Director, the program did not obtain the results of a search of the central registry for another state in which an employee lived in the previous five years. Evidence: Board Member A, with a start date of 8/21/12, disclosed on a sworn statement dated 4/27/20, that they had lived in West Virginia within the previous five years, but the Director stated that the central registry search for West Virginia had not been completed.
Plan of Correction:
We will submit the central registry search for West Virginia today.
