Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A renewal inspection was initiated and concluded on April 28, 2021. The program director was contacted by telephone to initiate the virtual, remote inspection. There were 33 children present with three staff. Children present ranged in age from five to ten years old. The inspector reviewed a list of items required to complete the inspection. The inspector reviewed three children?s and three staff records during the virtual, remote inspection to ensure documentation was complete.
Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.
Based on record review and interview the center failed to maintain staff records as required. Evidence: 1 - The record for staff 2 was not available for review when requested on April 28, 2021. a. On April 30, 2021 an email was received from Staff 1 stating that the record for staff 2 had not been received from the previous program where staff 2 worked. b. Staff 2 was present during the inspection on April 28, 2021. 2 - There was not emergency contact information available at the child care center, during the inspection for staff 2 and 3. a. Date of hire for staff 2 is unknown b. Date of hire for staff 3 is documented as October 1, 2020.

Description:
Based record review the center failed to ensure that fingerprint background checks are completed prior to the staff working at the center. Evidence: 1 - The record for staff 2 contains fingerprint background check results dated May 4, 2021. However, staff 2 was present providing direct care to children and acting as the site program director on April 27, 2021. Therefore, the fingerprint background check was not obtained prior to employment as required. a. The documented date of hire provided by the facility on May 13, 2021, is May 4, 2021. b. Staff 2 stated that she was the cite program director for the center during the inspection on April 28, 2021. 2 - Staff 1 stated that staff 2 was the cite program director and provided the Licensing Inspector with a contact cell phone number for staff 2 in order to complete the remote inspection on April 28, 2021.
