A complaint investigation was conducted on October 22, 2019 regarding exceeding points and capacity. Observations were performed, and documentation was reviewed. There was a preponderance of evidence to support the allegations regarding capacity and points, and the complaint was deemed valid. The complaint related violations and one non-related violation are identified in the Violation Notice.
