Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A subsidy health and safety inspection was initiated on May 11, 2020 and concluded on May 12, 2020. The director was contacted by telephone to initiate the inspection. There were zero children present and zero staff. A licensing inspection was conducted on the same date as the SHSI supplemental inspection. Both inspections combined cover subsidy health and safety regulations. Only subsidy regulations that are not covered in licensing standards are reviewed during this supplemental inspection. The information gathered during the inspection determined non-compliance(s) with subsidy regulations, and violations were documented on the violation notice issued to the facility.
Based on record review and discussion with staff, the center failed to ensure that within the first 90 days of employment or subsidy vendor approval, all staff who work directly with children shall complete Virginia Preservice Training for Child Care Staff.
Evidence:
1. Staff #2, who had a documented date of hire of 12/30/2019, did not have a certificate of completion for Virginia Preservice Training in their employment record. 2. Staff verified that the training did not take place.
