This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A complaint inspection was initiated on 4/27/2021 and concluded on 5/07/2021. The department received a complaint regarding staffing and supervision. The director was contacted and the center was inspected via a virtual meeting platform. The preponderance of the evidence gathered during the investigation does support the allegation; therefore, the complaint is determined to be valid.
Non-compliance with applicable standards and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider, COVID-19 Essential Guidance for Child Care Programs.
Based on interviews, the center failed to ensure that when one or more children are present, there is one staff member who meets program leader qualifications and an immediately available staff member.
Evidence:
1. Interviewee 1 reported that, "there has been a time that staff has been alone with children but generally, there are two (staff)." 2. Interviewee 2 reported that, "staff has been alone with 20 or more children at a time." 3. Interviewee 3 reported that they were alone, "for at least an hour with 21 children."
