Technical Assistance:
Provided consultation on standard 210: Program leader qualifications
A staff member who is at least 18 years old, has fulfilled a high school program or equivalent, and has six months of programmatic experience and has obtained: a) within 6 months before being promoted or beginning work, b) or one month after being promoted or beginning work, a minimum of 24 hours of training related to the care of children can be considered program leader qualified.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A focused monitoring inspection was conducted on 12/10/2020 with an exit interview on 12/11/2020. The director was contacted by telephone and a virtual inspection was conducted. There were 58 children present with 11 staff supervising. The Inspector reviewed seven children's records, six staff records and eight medication/authorization forms. The information gathered during the inspection determined non-compliance with one standard that is documented on the violation notice issued to the facility.

Violations:
Standard #: 22VAC40-185-70-A
Description: Based on review of six staff records, and an interview with the center director, it was determined that not all records contained all required information. Evidence: 1) The record for staff #2 did not contain documentation of a name, address and phone number to be notified in an emergency. 2) The record for staff #5 did not contain complete documentation of two reference checks. 3) The records for staff #1 and staff #6 did not have written information to demonstrate that the individual possesses the education, staff development, certification, and experience required by the job position.

Plan of Correction: References and emergency contact information has since been obtained. Before staff comes in for orientation, file will be reviewed for completion.
