Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A complaint inspection was initiated on February 3, 2021 and concluded on February 8, 2021. A complaint was received by the department regarding allegations in the areas of forbidden actions. The director or in-charge person was contacted by telephone to conduct the investigation. The inspector emailed the director a list of documentation required to complete the investigation.


The evidence gathered during the investigation supported the allegation of non-compliance with standards or law and violations were issued.

Description: Based on statements from interviews, behavioral guidance was not constructive in nature, age and stage appropriate, intended to resolve conflicts, and consisted of verbal remarks which were demeaning to children.
Evidence:
On January 28, 2021 a child was crying in the virtual learning classroom. Adult 1 and Adult 2 heard an adult voice in the room say ?I?m tired too, do you think I want to be here? I want to go home, too.?
and ?I try to be nice, but I?m not going to be nice.? The comments were described to be spoken in a loud and condescending tone.

Adult 3 stated that on the date of the incident she recalled the child crying and telling the child that "I'm tired too. We're all tired", in response to the child's crying.

Plan of Correction: Retrained staff member on how to help a child with anxiety deal with back to school transition, Appropriate Practice: What Teachers Need to Know an also completing two hour training classes.
