Technical Assistance:
Discussed requirements for CPR certification to include an in-person competency demonstration in order to meet the requirements of the subsidy inspection.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A subsidy health and safety inspection was initiated on 05/12/2020 and concluded on 05/12/2020. The director was contacted by telephone to initiate the inspection. There were 15 children present and 7 staff. A licensing inspection was conducted on the same date as the SHSI supplemental inspection. Both inspections combined cover subsidy health and safety regulations. Only subsidy regulations that are not covered in licensing standards are reviewed during this supplemental inspection.

The information gathered during the inspection determined non-compliance with subsidy regulations, and violations were documented on the violation notice issued to the facility.

Violations:
Standard #: 22VAC40-665-580-E-1
Description: Based on record review and interview, the vendor failed to ensure that all staff maintain current certification in cardiopulmonary resuscitation (CPR) appropriate to the age of children in care. The training shall include an in-person competency demonstration.

Evidence:
1. The CPR certification for staff 1, 2, 3, and 4 was obtained from an on-line organization that did not include an in-person skills certification.
2. The program director confirmed that the CPR certification for staff 1, 2, 3 and 4 did not include an in-person skills testing.

Plan of Correction: As a participant in child subsidy all staff will be required to have CPR certification that includes an in-person skills certification. The training to correct this deficiency for the staff will be May 22, 2020.
