Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A monitoring inspection was initiated on 7/17/20 and concluded on 7/17/20. The director was contacted by telephone to initiate the inspection. There were 33 children present with 6 staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed 3 children?s records and 3 staff records submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined noncompliance with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-191-60-C-2
Description: Based on record review and interview, the center failed to obtain a central registry (CPS) finding within 30 days of employment.

Evidence:

1. The record for staff 3 was requested. The start date was documented as 7/22/19. A copy of an incomplete CPS document with no finding was provided with a notary dated 7/2/19. A completed CPS document dated 1/27/20 was also provided.
2. Staff 4 stated a CPS was completed and mailed upon hire. They did not realize until January that they never received a response and at that time they redid the CPS.

Plan of Correction: Systems will be put in place to ensure CPS background checks are mailed upon hire and follow-up within 30 days to make sure results are received and records are documented.
