This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A monitoring inspection was initiated on February 10, 2021 and concluded on March 2, 2021. A self-reported incident was received by the department regarding allegations in the areas of programs. The director was contacted by telephone to conduct the investigation. The inspector emailed the director a list of documentation required to complete the investigation. Inspection amended on 3-5-2021.
The evidence gathered during the investigation supported the allegations of non-compliance with standards or law and violations were issued.
Based on interviews and a review of a video recording, it was determined a staff member engaged in a forbidden action and roughly handled a child.
Evidence: On 2/8/2021 between 9:10am and 9:20am, child #1, age 4 was observed running around the classroom. Staff #1 grabbed the child's right arm between his shoulder and his elbow. Child #1 then fell to the floor and Staff #1 continued walking while holding child # 1's arm and he was on his knees. Staff #1 stated "I took his arm to go sit at the table" and "I held his arm maybe a minute or two". Staff #1 stated, "he was not cooperating with anything I asked him to do."
Plan of Correction:
1) Daycare administrator reviewed with police officer the video and met with staff members and interviewed staff. The police department filed a report and informed staff members that they didn't find abuse. 2) Staff member was immediately dismissed and escorted off campus. She was informed that CPS was investigation. Correction done on 2/9/2021 when made aware of the incident. 3) All staff members were immediately retrained on not holding a student while misbehaving, staff were reminded that they are forbidden to ever handle a student in a rough manner. Correction done on 2/9/2021 4) 5 Texas A&M Guidance & Discipline courses will be required to be taken by 4/15/2021. *overcoming challenging behaviors, ADD/HD strategies, Positive Guidance & Discipline, Positive Guidance why what & how, Challenging Infants and Toddlers.
