Comments:
An unannounced inspection was conducted today, November 6, 2019, in response to a complaint received by the Fairfax Licensing Office on October, 29, 2019 regarding supervision and discipline. During the inspection observations were made, interviews were conducted, video footage was viewed, and documentation was reviewed. A preponderance of the evidence supported the complaint and it is deemed to be valid. Violations will be found in the violation notice. Complaint related: No
Description: Based on video footage and provider statement, cribs were not provided for children from birth through 12 months of age.
Evidence:
1. Video footage shows Child 2 (Age 4 months) sleeping on a sofa. surrounded by pillows.

Plan of Correction: Provider has appropriate cribs for each child enrolled under 12 months of age.
1. No child will be allowed to sleep in any other space other than their assigned crib.
2. Provider will ensure no child in a crib has access to pillows or other potential hazards.

Complaint related: No
Description: Based on provider statement and video footage, caregivers did not use positive methods of discipline that was constructive in nature.
Evidence:
1. Video footage shows Adult 1 squatting on the floor so that she is eye level with a Child 1 (Age 4) seated in a chair.
2. Adult 1 is observed yelling at Child 1 who is observed to be crying.
3. Adult 1 stated that when Child 1 had recently bit another child in care she firmly pressed her index and middle finger into the child's closed lips and said "No!", "Don't bite!" and "No more!".

Plan of Correction: 1. Provider will not raise her voice at any child and will use redirection when needed. (11/6/2019).
2. Provider has requested additional technical assistance from Early Head Start Child Care Specialist to support children with difficult behaviors and on additional positive discipline strategies to use with redirection. (11/12 - 12/12/2019).
3. Provider has added more books on biting and positive behavior into curriculum with other children ( 11/7/2019).
4. Provider will participate in the webinar: "4 Easy Steps That WILL FLIP Challenging Behavior in Your Early Childhood Program" by Rachel Wagner, offered by the Earlychildhoodwebinars.com (11/13/2019).
