Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews.

A monitoring inspection was initiated on 11/15/2021 and concluded on 11/15/2021. The director was contacted by telephone and a virtual inspection was conducted. There were 44 children present, ranging in ages from four months to five years with 13 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of three child records and three staff records were reviewed.

The information gathered during the inspection determined no violations with applicable standards or law. No violations were issued.

New requirements became effective on 10/13/21. The facility has not fully complied with the following requirements:
8VAC20-780-40-K - written procedures for prevention of shaken baby syndrome or abusive head trauma, including coping with crying babies, safe sleeping practices, and sudden infant death syndrome awareness.
8VAC20-780-240-C,D: These new items, in addition to previous orientation requirements,need to be included in orientation prior to the staff member working alone with children and no later than seven days of the date of assuming job responsibilities: Prevention of sudden infant death syndrome and use of safe sleep practices; Prevention of shaken baby syndrome and abusive head trauma, including procedure to cope with crying babies or distraught children, Prevention of and response to emergencies due to food and other allergic reactions including: Recognizing the symptoms of an allergic reaction; Responding to allergic reaction; Preventing exposure to the specific food and other substances to which the child is allergic and Preventing cross contamination; Precautions in transporting children
8VAC20-780-240-E - Within 30 days of the first day of employment, staff must complete orientation training in first aid and cardiopulmonary resuscitation (CPR), as appropriate to the age of the children in care.
8VAC20-780-240-I and 245-M- Documentation of orientation training shall be kept by the center in a manner that allows for identification by individual staff member, is considered part of the staff member's record, and shall include: Name of staff, training topics, training delivery method, the entity or individual providing the training, the date of the training. 8VAC20-780-350- F - The center shall develop and implement a written policy and procedure that describes how the center will ensure that each group of children receives care by consistent staff or team of staff members.
8VAC20-780-550 - Procedures for emergencies / Lockdown / Documentation of drills
The facility is to review the new requirements and work with their assigned inspector to ensure future compliance.
