Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and a virtual tour of the program.
An unannounced code compliance inspection was initiated on 2/1/2022 and concluded on 2/4/2022. The person in-charge was contacted by telephone and a virtual inspection was conducted. There were 28 children present, ranging in ages from three to five, with five staff. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision and procedure. A total of two children?s records and two staff?s records were reviewed.

The information gathered during the inspection determined no violations with applicable standards or law. No violations were issued.

Standard #: 22.1-289.031-B-3
Description: Based on record review and interview, the center failed to establish and implement a procedure in which a daily health screening and exclusion of sick children by a person trained to perform such a screening is conducted daily.

Evidence:

The administrator stated the center conducts daily health checks of children but no staff have been trained to conduct the checks.

Plan of Correction: On 2/7/22 the director received training in daily health screening and will be conducting the daily health checks.

Description: Based on record review and interview, the center failed to obtain fingerprint-based criminal history check determination letters prior to the first day of employment.

Evidence:

1. The record of staff 1 contained a fingerprint-based criminal history check determination letters dated 10/6/21. The hire date for staff 1 was documented as 8/16/21.
2. The record of staff 2 contained a fingerprint-based criminal history check determination letters dated 10/8/21. The hire date for staff 1 was documented as 8/26/21.

Plan of Correction: In the future the administration will ensure that potential new staff will be required to provide a fingerprint-based criminal history check determination letters prior to the first day of employment.

Standard #: 8VAC20-770-40-D-2
Description: Based on record review and interview, the center failed to have new staff complete central registry record check by the end of the 30th day of employment.

Evidence:

1. The record for staff 1 has a central registry record check finding dated 10/4/21. The date of hire for staff 1 was documented at 8/16/21.
2. The record for staff 2 does not have a central registry record check finding. The date of hire for staff 2 was documented as 8/26/21.
3. The administrator stated the central registry record check for staff 2 was mailed in September of 2021 but they never followed up for the findings.

Plan of Correction: In the future the center will follow up if the findings for central registry are not received within 30 days.
