Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews, and a virtual tour of the program.

A renewal inspection was initiated on 09/24/2021 and concluded on 10/01/2021. The director was contacted by telephone and a virtual inspection was conducted. There were 24 children present. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of three children's records and four staff records were reviewed.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 22VAC40-185-60-A
Description: Based on record review, the center failed to ensure that appropriate legal paperwork was on file when the custodial parent requests the center not to release the child to the other parent.

Evidence:
1. One parent was listed as not authorized to pick up child #2 on the paperwork completed by the other parent. The one parent not authorized to pick up the child was verified to be a custodial parent by the copy of the birth certificate for child #2 in the child's record. There was no legal paperwork in the child's record to support that the one custodial parent was not allowed to pick up the child.

Plan of Correction: The director contacted the parent during the inspection to ask for custody papers. A copy of the custody papers will be kept in the child's file.
