The licensing inspector conducted an unannounced non-mandated inspection from 1:25 p.m. until 2:10 p.m. due to a complaint received in this office concerning care of children. Interviews with staff were held, video was reviewed, and records were reviewed. There was a preponderance of evidence so the complaint is substantiated. Based on interview, during the center's hours of operation, one adult on the premises was not in charge of the administration of the center.
Evidence:
1. The inspector arrived at the center for an inspection at 1:25pm and asked staff where the director was and staff #1 reported she was at lunch. When asked who was in charge, staff #1 stated she was not sure who was in charge, maybe staff #2. When staff #2 was asked if she was in charge, she stated she was not in charge. 3. Staff #3 acknowledged there was confusion on who was in charge when she was not present.
Plan of Correction:
The director will make sure someone who is qualified is in charge when she is not present.

Description:
The center failed to promote the child's physical, intellectual, emotional, and social well-being and growth, by interacting with a child and one another to provide needed help, comfort, and support.
Evidence:
1. The inspector reviewed a video from the center that showed staff #1 walking child #1 into a closet with the door remaining open. The video was brief so it was unable to be determined how long the child was in the closet. 2. The inspector interviewed staff #1 who stated child #1 was upset and in the closet for less than 5 minutes and the closet was used as a quiet place to calm down. Staff #1 stated that children used to go in the closet to get toys and to calm down but the policy was now changed and there was a lock on the door and children are no longer allowed in it. The time the child was in the closet is undetermined but between 5 and 10 minutes.
Plan of Correction:
A sign has been put on the closet door stating that states no children are allowed in it and a lock was placed on it. A chair has been placed in the room where children can go to if they are upset.
