Comments:
A Subsidy Health and Safety Inspection was conducted on Tuesday, August 20, 2019 to review supplemental health and safety requirements. The inspector was on site from approximately 10:15am to approximately 1:30pm. The center's director assisted the inspector throughout the inspection. The census for today's inspection consisted of 15 children in the direct care of 3 staff. The children were engaged in a variety of activities during the inspection. The school age children were observed playing with peers and interacting with staff. They were observed during a teacher-led activity where they sang songs and played games as a group. The preschool children were observed during free-play. The children were later observed taking bathroom breaks, washing hands, and as they prepared for their designated rest/quiet time. The menu was posted and it consisted of turkey and cheese on sub roll, fresh nectarine, orange juice, and milk. All areas of the center including classrooms, hallways, kitchen, bathrooms, and one vehicle were inspected. The center was equipped with toys and supplies and items were available to the children.

The following information was reviewed: injury reports, daily sheets, daily attendance, practiced emergency drill logs, parent agreements, and staff training information. The center's first aid kit and emergency supplies were inspected. The center administers emergency medications. Per the director, there are no medications on site at this time. The required information was posted.

During the inspection, six children's and three staff records were reviewed.

A licensing inspection was also conducted this date; the two inspections combined over all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection. Violations were cited and are identified on the violation notice.

Description: Based on documentation review and interview on 08/20/2019, the vendor did not ensure the emergency preparedness plan contained continuity of operations procedures to ensure the essential functions are maintained during an emergency. Evidence: 1) During the inspection, the licensing inspector reviewed the emergency preparedness plan. The plan did not contain written plans on how the center will ensure continuous operation procedures are in place to ensure essential functions are maintained during an emergency. 2) During interview, the director reported the emergency preparedness plan did not have procedures to ensure essential functions are maintained during an emergency.

Plan of Correction: Plan of Correction: The vendor will type up the new policy and will be sent to the licensing inspector today. The plan will be given to staff and will be implemented effective today.
