Comments:
A complaint inspection was initiated on 7/31/23 and concluded on 7/31/23. There were 64 children present with 11 staff supervising. The inspector reviewed compliance in the area of medication administration (special care and emergencies). The inspection started at 10:10am and concluded at 10:53am.

The information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-245-J
Complaint related: Yes
Description: Repeat violation.
Based on interviews with staff the center failed to ensure emergency medications were administered by an appropriately certified staff member as required.

Evidence:
On 7/28/23 staff #1 administered child #1 insulin as the child's blood sugar was high (380-400). The mother was alerted via the app monitoring the device on the child and she contacted the center at around 11:45am to tell them to administer the insulin immediately.

Staff #2 had not arrived at the center to administer the insulin at that time, so staff #1 administered it.

Staff #1 has MAT training but does not hold the extra certification to administer insulin.

Staff #2 holds the extra certification for administration of insulin, but was not present to do so.

It is required that a staff member who holds appropriate MAT certification, based on the type of medications present, be on site and administer the medications to the children.

Plan of Correction: Medications will be administered to the children by a staff with MAT certification and if emergency medications are needed then the appropriate staff will administer those. We are also in the process of getting at least one other staff certified in MAT and EMAT so that incidents like this will not occur in the future.
