Based on observation and interview, areas inside the house were not maintained in an operable condition.
Evidence: 1. During the inspection, a smoke detector was beeping, indicating that it was not in working condition. 2. The provider stated that they had changed its batteries, but the smoke detector was still beeping. 3. Two other smoke detectors were observed in the programming area that were in working condition.
