Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A monitoring inspection was initiated on February 3, 2021 and concluded on February 8, 2021. The center owner was contacted by telephone to initiate the inspection. There were 11 children present and 3 staff. The inspector emailed the center owner a list of items required to complete the inspection. The Inspector reviewed requested documents submitted by the facility to ensure documentation was complete. This inspection also included a virtual tour of the center's areas related to inspection. Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-200-A
Description: Based on interviews with center owner, the licnesee did not ensure there was a qualified program director or a qualified back-up program director who meets one of the director qualifications.

Evidence: The program is currently operating on this date without a qualified program director.

Plan of Correction: Program director has been installed. Start date 2-9-2021. Staff member delayed on start date due to pending COVID-19 negative results.

Standard #: 22VAC40-185-270-A
Description: Based on observation, photographs and staff interviews, the licensee did not ensure the areas and equipment of the center, inside and outside, shall be maintained in a clean, safe and operable condition. Unsafe conditions shall include, but not be limited to, splintered, cracked or otherwise deteriorating wood; chipped or peeling paint; visible cracks, bending or warping, rusting or breakage of any equipment; head entrapment hazards; and protruding nails, bolts or other components that could entangle clothing or snag skin.

Evidence: In the infant/toddler room within reach of the children the window ledge had a minimum of 6 different areas of orange, chipped and peeling paint. This observation was confirmed by center owner during virtual tour.

Plan of Correction: The referenced violation was corrected. Area sanded and painted. See picture.
