Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A monitor inspection was initiated on December 3, 2020 and concluded on December 9, 2020. The program director was contacted by telephone to initiate the virtual, remote inspection. There were 44 children present with eight staff. The inspector reviewed a list of items required to complete the inspection. The inspector reviewed three children?s and six new staff records during the virtual, remote inspection to ensure documentation was complete.
Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.
Based on record review and interview the center failed to ensure that fingerprints are obtained prior to employment. Evidence: 1 - The records for staff 2 - 7 did not contain fingerprint background check documentation prior to employment. a. Staff 2 has a documented date of hire as August 31, 2020 with a fingerprint background check dated September 2, 2020. b. Staff 3 has a documented date of hire as September 28, 2020 with a fingerprint background check dated September 29, 2020. c. Staff 4 has a documented date of hire as October 12, 2020 with a fingerprint background check dated October 13, 2020. d. Staff 5 has a documented date of hire as October 26, 2020 with a fingerprint background check dated October 27, 2020. e. Staff 6 has a documented date of hire as November 23, 2020 with a fingerprint background check dated November 25, 2020. f. Staff 7 has a documented date of hire as December 1, 2020 with a fingerprint background check dated December 3, 2020. 2 - Staff 1 and administrator 1 confirmed that the background checks were not obtained prior to employment as required.
Plan of Correction:
Effective immediately, the center will ensure that fingerprint background check documentation is completed for all staff prior to employment.
