Comments:
A complaint inspection was initiated on May 9, 2024 in response to a complaint that was received on May 8, 2024 in reference to diaper changing procedures, supervision, handwashing, and food preparation. Observations were made and interviews were conducted. The preponderance of evidence gathered during the investigation supports violation of standards in regard to a portion of the complaint therefore the complaint is considered valid.

Description: Based on interviews, the center failed to ensure that children younger than three years are diapered on a changing table or countertop designated for changing.
Evidence: Interviews with staff #1 and staff #5 revealed that children under the age of three have their diapers changed while the children are standing up. The children are not placed on the changing table to be changed.

Plan of Correction: Teachers in all diapering rooms (meaning not only the room indicated on the inspection report, but each of our 6 diapering age classrooms) were immediately retained on the diapering policy and procedures. The entire operational policy was reviewed for all teachers in diapering-age classrooms, ensuring staff understand that the use of the provided and stocked changing tables is mandatory and not optional for all children under three years of age. Each diapering classroom in our school is equipped with a diaper changing station fully stocked with a changing area equipped with a pad, diapers, wipes, disposal bags, a lined trash can with a foot-operated pedal, diapering accessories such as creams, and cleaning supplies. During the potty-training years, which applies to the classroom noted in the inspection, teachers must use both the restroom with child-sized toilets and the diaper changing area. The aforementioned training covered both toileting and diapering procedures. Of importance, children are always changed on a designated diapering pad or while standing as part of the potty training process. Going forward, the nuances between diapering and potty training will be emphasized during the orientation process for teachers working in diapering classrooms to ensure a successful transition between diapers and use of the toilet. The students in the classroom indicated on the inspection range from the ages of 2.5 years-3 years of age. During classroom observations and daily check-ins, School Administration will monitor diaper changes to ensure they are being conducted per licensing standards.
