Comments:
This annual subsidy inspection was conducted by the inspector using an alternate remote protocol necessary due to a state of emergency declared by the Governor of Virginia in response to the COVID-19 pandemic.

Preliminary data was obtained from the vendor on June 15, 2020. A new subsidy inspection was initiated on June 25, 2020, at which time the vendor was contacted by telephone and video call to initiate the inspection, and concluded on June 26, 2020. The inspector emailed the vendor a list of items required to complete the inspection.

The vendor reported there were 32 children in care. The inspector reviewed three children's records and three staff member records submitted by the vendor to ensure compliance with the health and safety regulations.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Information gathered during the inspection determined areas of non-compliance with applicable regulations or law, and violations were documented on the violation notice issued to the vendor.

Violations:
Standard #: 22VAC40-665-770-B
Description: Based on a review of documentation submitted by the provider, the provider did not ensure that the emergency preparedness plan contained all required procedural components.

Evidence: The center's written emergency preparedness plan did not include the following components:

1. Evacuation: Methods to emergency responders; Designated primary and secondary routes out of the building

2. Shelter-In-Place: secondary means of access and egress; Method to ensure essential documents (attendance records, emergency contact
information, etc.) and special health supplies are carried into the designated assembly
points; Accommodations or special requirements for infants, toddlers, and children with
special needs to ensure their safety during shelter-in-place; and Procedures to address reuniting children with a parent or an authorized person designated by the parent to pick up the child.

3. Lockdown: . Methods to alert emergency responders; Methods to account for all children in the lockdown locations; Methods of communication with parents and emergency responders; Accommodations or special requirements for infants, toddlers, and children with
special needs to ensure their safety during lockdown

4. Staff training requirements, drill frequency, and plan review and update.

5. Continuity of operations procedures to ensure that essential functions are maintained
during an emergency.

Plan of Correction: The provider updated and amended the emergency preparedness plan to contain all required procedural components during the inspection.

Description: Based on a virtual inspection, the provider did not ensure that a 911 or local dial number for police, fire, and emergency medical services and the number of the regional poison control center shall be posted in a visible and conspicuous place.

Evidence: The provider confirmed that 911 or a local dial number for police, fire, and emergency medical services and the number of the regional poison control center was posted in the center.

Plan of Correction: The provider created a document with the required emergency numbers and posted it on the bulletin board during the inspection.
