Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
A monitoring inspection was conducted on June 13, 2024. The licensing inspector was onsite, completing the inspection from approximately 9:45am until 1:45pm. There were 59 children present, ranging in ages from five months to five years, with 12 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, and medication. A total of six children's records.
Staff records are kept off site and will be reviewed at the next monitoring inspection.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.
Please complete the ?plan of correction? and ?date to be corrected? for each violation cited on the violation notice, sign, and return it to me within five business days from the date of receipt. You should specify how the deficient practice will be or has been corrected. Your plan of correction should contain: 1) steps to correct the noncompliance with the stand(s), 2) measures to prevent the noncompliance from occurring again; and 3) person(s) responsible for implementing each step and/or monitoring any preventive measure(s).

Based on observations, the center did not ensure all hazardous substances such as cleaning materials, were kept in a locked place using a safe locking method that prevented access by children. Evidence: During the inspection, The Older Infants, Toddler, and Threes/ Fours classrooms had cabinets containing cleaning materials. The cabinets were unlocked. Children were observed in the classrooms during the inspection.

Description:
Based on observation, the center did not ensure two children's hands were washed with soap and running water after toileting and any contact with blood, feces, or urine. Evidence: Two children were observed having their diapers changed in the Two?s/ Three?s classroom. After the diaper change was completed, the children resumed playing in the classroom. The children?s hands were not washed while the inspectors were observing the classroom.
