Technical Assistance:
We discussed the requirements for background checks. The risk assessment for a violation was provided.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A renewal inspection was initiated on May 13, 2020 and concluded on May 20, 2020. The principal was contacted by telephone to initiate the inspection. There were no children present and one staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed three children?s records and two staff records submitted by the facility to ensure documentation was complete.

Information gathered during the inspection determined non-compliance with applicable standards or law and a violation was documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 63.2(17)-1721.1-B-2
Description: Based on a review of background checks for business entity representatives, email correspondence and an interview with administrative staff, the program failed to ensure that all business entity representatives submitted to fingerprinting as required. Evidence: Only a Virginia State Police record check from 2017 was available for the record review of BE2. After a law change, it required the criminal record check results by a specified fingerprint was needed for all current business entity representatives in 2018 by September 30, 2018. Staff member 1 confirmed that the criminal record results for the change in process was not obtained for BE2.

Plan of Correction: The principal immediately assisted BE2 with arranging a fieldprint appointment. The soonest appointment available due to the COVID-19 pandemic was made for June 15, 2020. Proof of the appointment and the results of the criminal record check will be sent to the licensing inspector. The administrator will review the background check requirements. Whenever there are notifications of law changes that affect the operation, the administrator will make sure the information is viewed and followed.
