Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
The licensing inspector conducted an remote complaint inspection in response to a complaint that was received by the licensing department on September 23, 2020 regarding allegations of programs and staffing and supervision. The inspection was initiated on October 5, 2020. The licensing inspector completed the following during this remote inspection interviews with staff /collateral contacts, staff/children and documentation were reviewed, and obtained all pertinent information. The preponderance of the evidence gathered during the investigation supports some of the allegations; therefore, the complaint is determined to be partially valid. In addition to the original complaint, there were also violations found during the inspection regarding programs. See the violation notice for more details. Complaint related: No
Description: Based on interviews with staff, and photographs, the center did not ensure all staff refrained from restricting movement through binding or tying of a child in care.

1. Interview with Staff #1 revealed placing their leg over Child#1 while sitting in a chair to keep her seated during circle time in the classroom.
2. Interview with Staff #2 confirmed observation of Child#1 sitting next to Staff#1 during circle time and Staff#1 having their leg on the child. Staff#2 stated Staff#1 actions were redirected.
3. A review of Exhibit 1 and Exhibit 2 photographs where Child#1 and Staff#1 were observed sitting in separate chairs on two separate occasions and Staff#1 has their leg placed on Child#1 restricting movement.

Plan of Correction: The center's Director retrained the staff and completed monitoring/modeling practices in the classroom setting with the children. The Assistant will sit with the children for redirection as needed.
