Comments:
A complaint inspection was initiated on 4/14/20923 and concluded on 4/19/2023 regarding multiple sections of the standards and law.
There were 17 children, ages 20 months old to 11 years old present with 4 staff on 4/14/2023 and 20 children, ages 20 months to 4 years old, present with 5 staff supervising on 4/19/2023.
The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of 5 child records and 10 staff records were reviewed. The inspection started at 12:30 pm and concluded at 4:15 pm on 4/14/2023. On 4/19/2023 the inspection began at 11:30 am and concluded at 4:50 pm.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.
Therefore, one area of the complaint was deemed valid.

Description: Based on interviews and a review of available documentation, the licensee did not always ensure that when a child's clothing or diaper becomes wet or soiled, the child is cleaned and changed immediately.
Evidence:
Ten staff were interviewed on 4/14/2023.
All of the 10 staff stated that diapers are regularly checked frequently throughout the day, at a minimum of once every two hours, and changed immediately when staff become aware that a child is wet or soiled. During interviews on 4/14/2023, one staff (Staff #1) recalled one occasion when she was made aware by child #1's parent, that the child's diaper needed changing.
Staff #4 stated that, at the time of pick up, child #1's parent brought to her attention that child #1's diaper was very wet.
Staff #4 stated that she confirmed that child #1's diaper was wet and ascertained that, due to miscommunication between the staff in the classroom, child #1's diaper had inadvertently not been checked or changed at the most recent round of diaper changes.
Staff #4 said that child #1's diaper was immediately changed upon the parent bringing this to her attention.

Plan of Correction: "Due to miscommunications between toddler staff members, Child #1's diaper was not checked between 2:30pm and 4pm. Since the incident, we have revised our diaper changing practices to ensure that all children's diapers are checked/changed in accordance to licensure standards."
