Comments:
A complaint investigation was initiated on 10/25/2023 from a report received by the Fairfax County Licensing office on 10/16/2023 regarding behavioral guidance. The inspection included interviews with the management team, teachers, and a review of staff records. The preponderance of evidence supports the allegations and the complaint has been deemed valid. There are violations resulting from this complaint investigation. Based on a review of center policies, the CDC did not ensure the center's own policies and procedures were followed. Evidence: The CDC has a positive guidance policy. This policy was not followed when Staff #1 told child #1 that "they were a bad little girl, a bad girl".
Plan of Correction:
All staff will be retrained on Bright Horizons Positive Guidance Policy at the staff meeting on 11/10/2023. The policy emphasizes the creation of a "yes" environment and clearly lays out prohibited discipline. Center Administrators will conduct, random observations in each classroom to ensure that all aspects of the positive guidance Policy are being followed.

Description:
Based on staff interviews, the CDC did not ensure behavioral guidance was constructive in nature, age and stage appropriate, and that it was intended to redirect children to appropriate behavior and resolve conflicts. Evidence: Staff #1 was heard telling child #1 that "they were being a bad little girl, a bad girl".
Plan of Correction:
At the staff meeting to be held on 11/10/2023 in addition to the retaining on Bright Horizons Positive Guidance Policy, Center Administrators will review scenarios with the staff so collectively they can use the training and policy to suggest positive solutions to each scenario. Additionally, staff will be encouraged to ask for help or guidance during any challenging situation.
