Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A renewal inspection was initiated on December 15, 2020 and concluded on December 18, 2020. The director was contacted by telephone to initiate the inspection. There were 102 children present and 27 staff. The inspector emailed the director a list of items required to complete the inspection. The inspector reviewed 5 children records and five complete staff records, an additional review of 15 staff members background checks, and two agents background checks submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care Programs.
Based on review of staff records, the center failed to ensure that a completed national fingerprint background check had been completed before the first day of employment.
Evidence: 1. Staff #1's national fingerprint background check was dated 09/09/2020. Staff #1's date of hire was 09/08/2020. 2. Administration verified the date of the national fingerprint background check and Staff #1's date of hire.
Plan of Correction:
In the future administration will ensure that staff are not hired before a completed national fingerprint check is on file and in the staff member's record.

Description:
Based on review of staff records, the center failed to ensure that a completed out of state central registry background check was requested by the end of the 30th day of employment.
Evidence: 1. Staff #2's file did not contain a completed out of state central registry check. Staff #2 indicated on the sworn statement that they had lived outside of Virginia within the past five years. 2. Staff #2's date of hire was 06/22/2020. 3. Administration verified that an out of state central registry check has not been completed.
Plan of Correction:
Administration acknowledged that this was an oversight. In the future administration will ensure to review the sworn statement of affirmation to determine what out of state background checks are required to be completed.
