Technical Assistance:
22 VAC 40-185-240D (Medication Administration Training) and new out-of-state background check regulations were discussed with the director during the inspection.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A 60 day monitoring inspection was initiated on 9/24/20 and concluded on 9/29/20. The director was contacted by telephone to initiate the inspection. There were 11 children present and 2 staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed 2 children?s records and 2 staff records submitted by the facility to ensure documentation was complete. Information gathered during the inspection determined non-compliance with applicable standards or law in the area of administration and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-70-A
Description: Based on record review and interview, the center did not ensure that staff records contain all the required information.

Evidence:
1. The records for staff 1 (DOH: 9/18/20) and staff 2 (DOH: 8/1/20) do not contain documentation that two or more references as to character and reputation as well as competency were checked before employment.
2. The center director confirmed that reference checks for staff 1 and staff 2 were completed but not documented in their records, as required by the standards.

Plan of Correction: The center responded with the following: Reference checks for staff 1 and staff 2 were completed but not documented. The director will document the reference checks, which will them be placed in the staff records. Going forward, the center will ensure that reference checks completed over the phone will be documented and placed in staff records.
