Technical Assistance:
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care Programs.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

An announced initial inspection was initiated on September 3, 2020 and concluded on September 3, 2020. The area manager was contacted by telephone to initiate the inspection. The inspector emailed the area manager a list of items required to complete the inspection. The inspector conducted a virtual inspection of the gymnasium, multi-purpose room and cafeteria where children will be cared for. An open field will be used for outdoor play. The inspector reviewed background checks, staff training and staff qualifications for one staff submitted by the facility to ensure documentation was complete. The information gathered during the inspection determined non-compliance(s) with licensing regulations, and violations were documented on the violation notice issued to the facility.

Violations:
Standard #: 22VAC40-185-190-A
Description: Based on review and interview, the licensee was unable to demonstrate during the inspection that the assigned program director (staff#1) who was designated on the initial application meets one of the Program Director Qualification requirements.

Evidence: The record for staff #1 did not contain documentation to demonstrate the education requirements for a program director. A total of 58 credit hours were documented on the transcript. However, there was not documentation of 12 hours of coursework in child related subjects having been completed.

Plan of Correction: Additional documentation will be provided to demonstrate that a qualified program director is assigned to the program..

Standard #: 22VAC40-191-40-C-1-B
Description: Based on review and interview, the licensee was unable to demonstrate that 1 of 5 agents noted on the business entity page of the initial application has completed all required background checks.

Evidence: The record for agent #4 did not contain a completed search of the central registry check. Representative #6 confirmed that the Search of the Central Registry results were not available for agent #4 at the time of the inspection.

Plan of Correction: Representative #7 stated that the Search of the Central Registry for Agent #4 has been requested but that results have not been received yet. Results will be forwarded to the Licensing Inspector upon receipt.
