Comments:
An announced initial inspection was conducted today from 10:30am to 11:30am. There were no children in care at the center at the time of inspection. The Child Day Center's areas and equipment were inspected today. Polices and procedures as well as other required documents were reviewed during a separate remote inspection process, on February 11, 2021. There were numerous age and stage appropriate materials for the requested age range. The areas were clean and required postings were noted during the inspection as well.

The Director has agreed to supply the department with a plan to eliminate the safety hazard discovered during the in-person inspection process prior to the issuance of a license to operate the Child Day Center.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-280-A
Description: Based on personal observation, site plans, and discussion with staff, the center failed to ensure no center shall be located where conditions exist that would be hazardous to the health and safety of children.

Evidence:

1. The proposed outdoor play area comprises of a grassy median, located in a parking lot. The grassy area is not fenced and is located near a road where the speed limit is 35 miles per hour. Additionally, the Licensing Inspector observed several vehicles driving in and out of the parking lot, near the proposed play area. The children would need to cross the parking lot to access the play area.

Plan of Correction: "The corrective action plan for the E.M.R. Center is to secure a safe play area for children behind building away from parking lot traffic. The staff will supervise the children when crossing to and from the play area. The owner, Michele Poindexter will install a permanent fencing in the next 60 days."
