8VAC20-790 SUBSIDY REGULATIONS.

Comments:
A subsidy health and safety inspection was conducted on 05/12/2022. There were 7 children, ages 2 years- 4 years, totaling 14 points and 2 caregivers present during the inspection. The inspector reviewed compliance in the areas of administration, personnel, environment and equipment, preventing the spread of disease, emergencies and nutrition. A total of 5 children?s records, 2 caregiver records, 1 pet record and 1 medication were reviewed. The children were observed during learning time, in free choice activities and preparing for breakfast. The inspector discussed outside maintenance, medication, children?s allergies and substitute provider requirements with the provider. The inspector arrived for the inspection at 8:40 am and departed at 10:20 pm.

A licensing inspection was also conducted on this date. Both inspections combined cover health and safety regulations. Only subsidy requirements not cover in licensing standards were reviewed during this supplemental inspection.

Information gathered during the inspection determined non-compliance with applicable subsidy requirements were documented on the violation notice issued to the provider.

Description: Based on record review and discussion, the vendor failed to obtain a written care plan for each child with a diagnosed food allergy, to include instructions from a physician regarding the food to which the child is allergic and the steps to be taken in the event of a confirmed or suspected allergic reaction.

Evidence:
1. The record for Child 2 contained documentation of a diagnosed food allergy. There was not a written care plan from a physician regarding the food to which the child is allergic and the steps to be taken in the event of a confirmed or suspected allergic reaction in the record for Child 2.
2. The record for Child 5 contained documentation of a diagnosed food allergy. There was not a written care plan from a physician regarding the food to which the child is allergic and the steps to be taken in the event of a confirmed or suspected allergic reaction in the record for Child 5.
