An unannounced complaint inspection was initiated by a local agency representative and inspector on January 29, 2024 and concluded on February 28, 2024 in response to allegations involving administration, care of children and nutrition. Licensing Inspector interviewed caregivers and collaterals, conducted program observation and reviewed program and collateral documentation. Based on interviews and review, there was not a preponderance of evidence to support the allegations involving administration and nutrition therefore that portion of the complaint was deemed not valid. Based on observation of photographs, interviews conducted and documentation review, there is a preponderance of evidence to support the allegation involving care of children therefore that portion of the complaint is deemed valid. Violation was documented on the violation notice issued to the program. Violations: Standard #: 8VAC20-800-640-1 Complaint related: No Description: Based on interviews, observation of pictures and review of documentation, provider did not ensure the following acts are forbidden: physical punishment including, but not limited to, roughly handling a child. Evidence: On October 16, 2023, caregivers stated child #1 (age 4 years) was having a meltdown when caregiver #1 picked child up by the exterior of her upper arms and carried her up 5 steps from the childcare room to the kitchen where the child was placed in time out. Bruising was observed that evening on child?s left upper arm. Child #1 stated (Caregiver #1) grabbed my arm tight after I knocked down the blocks. Plan of Correction: Not available online.
