8VAC20-790 Subsidy Program Vendor Requirements for Child Day Centers

Comments:
A subsidy inspection was conducted on 06/09/2023. A code compliance inspection was conducted on the same date as the SHSI supplemental inspection; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards were reviewed during this supplemental inspection. Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the program

Violations:
Standard #: 8VAC20-790-640-A
Description: Based on observation the vendor did not ensure hazardous substances were kept in a locked place using a safe clocking method that prevents access by children.

Evidence:
In the infant room and preschool classrooms there were various cleaning agents on cubbies and tables in reach of children.

Plan of Correction: The director will talk with staff about keeping chemicals locked and out of reach of the children in care. Staff will identify where they can safely store chemicals in their classrooms.

Standard #: 8VAC20-790-730-G
Description: Based on observation the vendor did not ensure there was at least 12 inches of space between occupied cribs.

Evidence:
In the infant room, cribs did not have 12 inches of space between occupied cribs. The cribs in the room were positioned with the open slats on each service side touching the open slats on the service sides of the crib next to it. Infants were occupying some of the cribs.

Plan of Correction: The vendor plans to rearrange the infant room and place cribs in spaces that ensures at least 12 inches of space between cribs.

Standard #: 8VAC20-790-790-A
Description: Based on a record review the vendor did not ensure there was a written emergency plan that address all the required information.
Evidence:
The vendor did not have a written emergency plan that addresses staff responsibility and facility readiness with respect to emergency evacuation, relocation, lockdown and shelter-in-place procedures. The plan shall address the most likely to occur emergency scenarios, including severe storms, loss of utilities, natural disaster, chemical spills, intruder, and violence on or near the facility, and facility damage or other situations that may require evacuation, lockdown, or shelter-in-place.

Plan of Correction: There have been emergency plans in place, however with the transition of a new director the vendor is working on ensuring the daycare has emergency plans in place that are up-to-date and include all requirements.
