Technical Assistance:
Clarification provided regarding a nonabsorbent surface for diapering or changing. For children younger than three years, this surface shall be a changing table or countertop designated for changing.

The Virginia Department of Education (VDOE) assumed oversight of child care licensing and
monitoring on July 1, 2021. All associated regulations and codes have transferred over from the
Virginia Department of Social Services. Guidance, resources and training links can be found on the new website childcareva.com.

The violation listed below reflect the new VDOE codes and standards.

Comments:
Today an announced Initial Inspection was conducted beginning at 9:30am. The physical plant, staff qualifications/training, background checks, policies and procedures and the emergency preparedness plan were reviewed. Classrooms were measured for space calculations to determine capacity. Rooms are filled with supplies, equipment, and age appropriate activities for children. The center is prepared to begin enrolling children. Many areas could not be inspected due to no children in care at this time. This inspection, including the exit interview, ended at 11:45am. Description: Based on observation of classrooms 1,2,3,4 and 5,the receptacle used to dispose of diapers was not foot-operated or could be used in such a way that neither the staff member's hand nor the soiled diaper touches an exterior surface of the storage system during disposal.
Evidence:
The receptacles intended for soiled diapers requires both a staff member's hand or the potential for soiled diapers to touch the exterior surface.

Plan of Correction: A hands free receptacle will be purchased for each classroom that diapering occurs.
