Technical Assistance:
Licensing standards regarding Physical Plant 8VAC20-780-270, and water testing in 2025 were discussed with the director.
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. A Subsidy Health and Safety Inspection (SHSI) was conducted on June 7, 2024 from 11:35am to 2:45pm. A licensing inspection was conducted on the same date as the SHSI inspection. The two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements not covered in licensing standards were reviewed during this supplemental inspection. The information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice and discussed during the exit interview.
Based on record review and interview, the center did not ensure that within the first 90 days of employment or subsidy vendor approval all staff who work directly with children shall complete Virginia Preservice Training for Child Care Staff. Evidence: 1. The record for #2 did not contain documentation of the completed Virginia Preservice Training for Child Care Staff within 90 days of subsidy vendor approval. (Subsidy approval: 2/16/2022) 2. Staff #1 (director) confirmed that the record for staff #2 did not contain documentation of a completed Virginia Preservice Training for Child Care Staff.
