Complaint Related: No

Technical Assistance:
The fingerprint check for Household Member #2 was submitted at the same time as the others, but has yet to be received back by the Provider. In addition, all 4 submitted requests to search the central registry are still outstanding (For HM #1, HM #2, HM #3, and HM #4). Once these background checks are received by the Provider, she will share them with the Licensing Inspector to be reviewed. Contact information was given to the Provider for OBI.

Because no children were enrolled or were in care, many areas were left as not determined (ND).

Our website: childcare.virginia.gov / VR-FDH page was shared with the Provider. Model forms were shown and discussed.

Comments:
This initial inspection of a Voluntary Registered Family Day Home (VR-FDH) was initiated by licensing staff and concluded on 11/03/2023, between the hours of 10 am to 12 pm. At the time of inspection, there were no children present. The inspector reviewed compliance in the areas of found on the Health and Safety Checklist and background checks. Since there is currently no enrollment, children records were not reviewed. The 4 adult household records were reviewed.

Information gathered during the inspection determined that there was (1) non-compliance with an applicable standard. This violation was documented on the Violation Notice issued to the home.

If you should have any questions, please call or send an email to charlie.perkins@doe.virginia.gov. Thank you.

Violations:
Standard #: 8VAC20-850-110-C
Description: Based on observation, the Provider did not meet all of the criteria on the health and safety checklist at the time of the initial evaluation visit.

Evidence -
On the date of inspection (11/03/2023), two outside hazards were observed:
1. There was no fence between the backyard and the street that runs behind the home.
2. The backyard of the home has a stone patio that curves around the yard with a drop-off that could prove hazardous to small children in care.

Plan of Correction: The VR-FDH will not use the home's backyard as an outside play area. Instead, the home will use the large indoor space down stars; or weather permitting, will walk and use the neighborhood outdoor play area that is near the home.
