Comments:
A scheduled initial inspection was conducted on 3/11/2024 from 9:10 am to 12:02 pm. There were no children in care. A physical plant tour was done, licensee background checks were completed, and policies were reviewed. There was discussion between the Licensing Inspector, Licensing Administrator, Licensee, and Director regarding written procedures and policies that will be reviewed at the first inspection. Regulations regarding 8VAC20-780-40-I, J, K; 240-C, D; 420-A; and 550-A, B, and C were discussed. There were discussions of other best practices not required by regulations.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-270-A
Description: Based on observation, the center failed to have areas and equipment, inside and outside, maintained in a clean, safe, and operable condition.

EVIDENCE:
1. In the infant area, there was a cracked pane of glass within reach of children. A sharp edge of the glass could be felt by running a finger along it, causing a cutting hazard.

2. One of the bathrooms had a cracked pane of glass within reach of children creating a cutting hazard.

3. The toddler area had peeling paint within reach of children below one of the windows. There was a danger a child could break off chips and eat them.

4. One of the infant cribs had sharp splinters on vertical bars within reach of an infant if the crib was occupied, with a danger of laceration or wood splinters.

5. Several shelf units in the infant/toddler room and one in a preschool room had no backing or bracing on them. They were wobbly and posed a danger of collapsing.

Plan of Correction: The landlord has been called to correct the windows and the peeling paint. The work will begin tomorrow. The Director will remove and replace the crib and install backers to the shelves to stabilize them. Photos of the repairs will be send to the LI once they are completed.
