Comments:
A Subsidy Health and Safety inspection was conducted on 7/23/19 from 10:30am until 1:00pm to review supplemental health and safety requirements. At the time of entrance, there were 77 children in care with 11 staff present. A sample of 8 children's records and 7 staff records were reviewed. Children were observed participating in morning activities, eating lunch and resting quietly during nap time. Lunch service, restroom, hand washing and diapering procedures were also observed. Medication, first aid and emergency supplies, the emergency preparedness plan and documentation of emergency practice drills were reviewed. A licensing inspection was also conducted on this date; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection. One violation in the area of staff qualifications and training was found during the supplemental subsidy health and safety inspection and is identified on the violation notice.

Description: Based on record review and interview, the vendor did not ensure that all staff who work directly with children shall complete Virginia Preservice Training for Child Care Staff within the first 90 days of employment. Evidence: 1. The record for staff 1, who has a date of hire of 9/25/18, does not contain documentation that the Virginia Preservice Training for Child Care Staff was completed. 2. The center director confirmed that staff 1 did not complete the Virginia Preservice Training for Child Care Staff.

Plan of Correction: The vendor responded with the following: Staff 1 took a preservice training from another state by accident. The vendor will ensure staff 1 completes the correct Virginia Preservice Training by the end of the month.
