Percentage of Income Payment Program (PIPP)

The Percentage of Income Payment Program (PIPP) helps eligible Dominion Energy and Appalachian Power (APCo/AEP) households keep electricity affordable. PIPP lowers monthly bills, helps pay off past balances and can even reduce energy use through free home energy audits.

What the Program Does 

  • Sets your bill at a percentage of your income and heating source
  • 10% of income if you heat with electricity
  • 6% of income if you use another heating source
  • Forgives past-due balances when payments are made on time
  • May include a free home energy audit to lower future costs 

Who Can Apply 

You may qualify if: 

  • You are a Dominion Energy or APCo/AEP customer 
  • Your household income is at or below 150% of the federal poverty level 
  • You have an active electric account 
Keep Your Power Affordable

How It Works 

  • Pay your reduced bill in full and on time each month 
  • Each month, 1/12 of your old balance is forgiven 
  • After 12 months of on-time payments, your past-due balance is gone 

Staying in the Program 

To remain enrolled, you must: 

  • Re-verify your income each year 
  • Report changes in income or household size 
  • Stay current on monthly payments 

Missing payments, making partial payments or failing to re-verify may cause removal.

Required Documents 

  • Proof of income for the last 30 days for all adults (over 18 years old) in the household
  • Current electric bill
  • Social Security numbers for all household members
  • Any additional documents requested by LDSS
