63.2 Protection of adults and reporting.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A complaint inspection was initiated on 11/3/22021 and concluded on 11/06/2021. A complaint/self-reported incident was received by the department regarding allegations in the areas of Volunteers. The director in-charge person was contacted by telephone to conduct the investigation. The inspector emailed the director/provider a list of documentation required to complete the investigation.



The evidence gathered during the investigation supported the allegation of non-compliance with standards or law and violations were issued. Any violations not related to the complaints but identified during the course of the investigation can be found on the violation notice. The Licensing Inspector has reviewed with the director in charge COVID-19 guidance posted on the ADCC webpage.

Complaint related: Yes
Description: VIOLATION: Based upon interviews and the electronic correspondence, the facility failed to have all volunteers duties and responsibilities clearly defined in writing.

EVIDENCE: During the complaint investigation , the licensing inspector requested documents that would identify volunteer #1 as a daycare volunteer. The licensee/ director could not provide written evidence that volunteer #1 had defined duties and responsibilities while attending the adult day care.

Plan of Correction: Central Adult Services has no excuses for the incident with Mr. ___________. We were moving at the time and he got passed on his visits to the facility. As stated above, we will ensure volunteer compliance going forward.

Description: VIOLATION: Based upon the interviews and electronic correspondence during the complaint inspection, the adult daycare center failed to provide evidence that each volunteer received orientation to the center's policies and procedures.

EVIDENCE: The adult day care center failed to have written evidence that volunteer #1 received orientation to the center's procedures, policies, infection control, participant rights, and reporting requirements.

Plan of Correction: Central Adult Services going forward will ensure that all volunteers have: orientation to the center/its policies and procedures, infection control, participants rights, and reporting requirements.
