Technical Assistance:
Discussed with the Regional Supervisor, the staff should be working as a team, intervening and relieving each other when difficult situations arise.

Comments:
An unannounced non-mandated monitoring inspection was conducted in response to a self-report received on 6/17/2024. Standards regarding 8VAC20-780 Staff Qualifications and Training and 8VAC20-780 Staffing and Supervision were reviewed. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the Violation Notice issued to the program. Violations:
Standard #: 8VAC20-780-400-A
Description: In order to promote the child's physical, intellectual, emotional, and social well-being and growth, staff did not interact with the children and one another to provide needed help, comfort and support.
Evidence: Based on interviews, Staff A was sitting outside, "surrounded by a group of children taunting". Staff A "hinged their leg out to get them away" while telling the children to "back off" and "get away". Staff A stated they were upset and frustrated. Staff A stated contact was made with Child A when their leg was hinged outward. Staff B witnessed the incident and confirmed a specific child was not targeted when Staff A hinged their leg outward towards the children. Staff B did not intervene to provide needed help or support to de-escalate the situation.

Plan of Correction: Staff will consistently interact with children and one another to provide needed help, comfort and support. Staff will provide active supervision at all times in order to ensure situations can be identified and handled proactively, and to prevent escalation. Center staff will participate in training focused on active supervision, working as a team, and communication. Center staff training will be held the week of 7/23/2024. Trainings addressing active supervision & teamwork are held at the start of each school year.

Standard #: 8VAC20-780-400-B
Description: Behavioral guidance was not constructive in nature, age and stage appropriate, and intended to redirect children to appropriate behavior and resolve conflicts.
Evidence: Based on interviews, Staff A was sitting outside, "surrounded by a group of children taunting". Staff A "hinged their leg out to get them away" while telling the children to "back off" and "get away". Staff A stated they were upset and frustrated. Contact was made with Child A when their leg was hinged outward. Staff A did not redirect the children to appropriate behavior.

Center staff will participate in training focused on active supervision, constructive and age and stage appropriate behavioral guidance and redirection to appropriate behavior.
