63.2 CHILD ABUSE AND NEGLECT

The Licensing Inspector initiated and concluded a complaint inspection on 6/27/2023. The inspector was on site from 2:30pm until 4:15pm. Interviews were conducted with children and staff in conjunction with an outside partner agency on 06/27/2023.
Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Standard #: 8VAC20-780-410-1 Complaint related: No Description: Based on the review of video footage and staff interviews, the center failed to ensure that actions towards children that are forbidden by the standards (physical punishment, striking a child, roughly handling, or shaking a child) are not used at the center.
Evidence:
1.Video footage from 06/23/2023 shows Staff 1 forcibly thrust Child 1 (age 3 years), down onto their cot. Child 1?s head is seen bouncing off the cot. Staff 1 can then be seen pointing their finger in the child?s face and verbally threatening ?you can lay down or go to the [video ends]?. Staff 2 stated ?the child cried out after being slammed down on the cot?.
2.Staff 2 stated that Staff 1 had been observed being aggressive with multiple children on 06/23/2023 and that they were uncomfortable working with them. Staff 2 stated that they had told Staff 1 to ?calm down, they are only children?. Staff 2 stated that they called the local Child Protective Services to report the incident while on their lunchbreak.Plan of Correction: Staff #1 is no longer employed with Honeytree Early Learning Centers.
